Housing First as an Alternative to Criminalization
This white paper examines the impact of increased federal funding to the Miami-Dade County Homeless Trust since fall 2023, which expanded housing vouchers, street outreach, and long-term case management. It contrasts a housing-first approach—focused on rapid housing placement and support services—with traditional reliance on shelters and the criminalization of homelessness. Based on interviews with 20 recently unsheltered individuals, the report recommends greater investment in housing-first strategies over punitive shelter policies.
