Housing Outcomes and Disparities in Miami-Dade County's Innovative Street Outreach Programs
This white paper evaluates the efficacy of three innovative street outreach programs implemented in Miami-Dade County between 2023 and 2025. Funded primarily through the U.S. Department of Housing and Urban Development’s (HUD) Unsheltered Special Notice of Funding Opportunity (SNOFO) and private/public partnerships, these programs were compared against "traditional" outreach across three key metrics: permanent housing placements, time to placement, and returns to homeless services.
